It is supposed to work on the principles of general relativity, as each of the rings rotates faster it becomes in fact slightly “heavier” (if you could move the rings at close to the speed of light they would in fact stop accelerating and instead start converting the energy you are pumping in into mass ( circular particle accelerators like the LHC at CERN use the same principle to get very heavy protons over 7000x the mass at rest) this can “supposedly” rip apart the fabric of space time at the center of the machine, 3 rings are needed to maintain a 3 dimensional rift sphere open (1 for rotation around each axis the x,y and z) of course there is no material that we know of that can withstand the forces we are talking about. if we ever do this we will use particle streams or light not steal.

Ancient sites that might be Stargates or portals
Hayu Marca, Peru
The “Gate of the Gods” at Hayu Marca in Peru is said by native tribes to have once acted as a “gateway to the land of the Gods.” The larger doorway measures seven meters wide and seven meters high (22 ft by 22 ft) while the smaller one stands two meters high (6.5 ft) in the middle of the base. Legends state that the larger door is for the gods, themselves. The smaller door is for mortals to pass through, and some heroic mortals did, becoming immortal themselves to live among the gods.

The ancient site is said to sit where 14 ley lines converge and some feel, along with other similar ancient sites, this essentially makes it an energy portal or stargate.
In many ancient Native American legends, stargates or portals were represented by rotating circles.

Fermilab’s accelerator complex comprises seven particle accelerators and storage rings. It produces the world’s most powerful, high-energy neutrino beam and provides proton beams for various experiments and R&D programs.
CERN, Geneva
The accelerator complex at CERN is a succession of machines that accelerate particles to increasingly higher energies. Each machine boosts the energy of a beam of particles, before injecting the beam into the next machine in the sequence. In the Large Hadron Collider(LHC) – the last element in this chain – particle beams are accelerated up to the record energy of 6.5 TeV per beam. Most of the other accelerators in the chain have their own experimental halls where beams are used for experiments at lower energies.

China
China is planning to build an enormous particle accelerator twice the size and seven times as powerful as CERN’s Large Hadron Collider, according to state media reports. According to China Daily, the new facility will be capable of producing millions of Higgs boson particles – a great deal more than the Large Hadron Collider which originally discovered the ‘God particle’ back in 2012. The first phase of the project’s construction is scheduled to begin between 2020 and 2025.
